Book excerpt: The Major Projects Authority was set up in 2011 to address weaknesses in the central system for assuring major projects across Government. The Authority, a partnership between HM Treasury and the Cabinet Office, is responsible for examining and reporting on projects, and intervening where they are going off track. The Committee states that the Authority has made good progress in its first year, but, with only one third of major projects being delivered to time and budget, believes much more needs to be done. The Authority spends £6 million to monitor over 200 projects worth £376 billion. It has much stronger powers but much less money than its predecessors. Clearly, the resources it has will affect its impact. It focuses its resources on the projects of highest cost and risk and it is dependent on engagement from departments to achieve its aims, but this is not always forthcoming. Some 62% of departments have adequate formal plans to provide assurance on projects, although the extent to which these are used to manage projects varies. The Authority has not met its commitment to publish information on project status; on-going discussions within Government are seriously delaying the publication of the Authority's annual report and calling into question the Government's commitment to transparency. Book excerpt: Central departmental decisions by the Ministry of Defence to try to balance the defence budget have reduced its cash-flow requirements in the short-term but at a long-term cost that represents poor value for money for the taxpayer. Not making realistic budgetary provision for all likely project outcomes and slowing down projects has resulted in a £3.3 billion increase in a single year, 2009-10, in the total cost of the 15 largest defence equipment projects. For the second successive year the cost performance on the majority of projects has been broadly stable and the rate of timescale slippage has also reduced significantly since last year and 98 per cent of Key Performance Indicators are expected to be met. The MOD did not make realistic budgetary provision for all potential costs, for example, on the Typhoon combat aircraft where the Department decided that it needed to spend £2.7 billion on the programme including the purchase of 16 additional aircraft to meet contractual agreements. It has slowed down projects such as the Queen Elizabeth Class aircraft carriers, leading to further project cost growth of £650 million. And, to address cost overruns, the Department has also reduced the number of items, and therefore capability, to be procured. The MOD recently undertook to report annually to Parliament on the affordability of its ten-year equipment plan, which should help deter the corporate practices which have adverse value for money implications.

The Ministry of Defence (MOD) has already reduced the deficit between the defence budget and planned expenditure by £15 billion, but a shortfall of between £6 billion and £36 billion remains. The financial crisis means a substantial increase in funding is unlikely, and closing the gap will require bold action as part of the Strategic Defence Review which is expected after the General Election. The MOD has reduced equipment numbers being bought on some projects and taken short-term decisions to slip other projects, but this approach will lead to long-term cost increases. In 2008-09, costs on the 15 major defence projects examined by the NAO increased by £1.2 billion, with two thirds (£733 million) directly due to the decision to slow projects. This approach does not address the fundamental affordability problems, increases through-life costs and represents poor value for money on the specific projects affected. There are signs of improvement in project cost control with innovative decisions being taken to ensure progress but unless the MOD addresses the underlying budgetary and governance issues it will not consistently deliver value for money nor will the operational benefits of expensive new capabilities be available to the Armed Forces in a timely manner or in the numbers originally planned. The current cost of 15 major military projects has risen by £3.6 billion, compared with the expected costs when the investment decisions were taken. The total slippage, averaged over the 14 major projects with in service dates, is over two years per project.

The projects in the MPA's portfolio represent a huge and rising cost to the taxpayer. The MPA, however, only has informal influence over departments. It has no powers if a department decides to proceed with a project against MPA advice. It needs to have stronger, more formal mechanisms for driving change, and there should be transparency where ministers or officials have rejected its recommendations. The MPA also needs to focus its efforts more on the early stages of a project, working with departments to ensure that they have devoted sufficient attention to the concept, design and business case for projects before seeking approval. It could also improve its impact by prioritising its work more effectively. The creation of the Major Projects Leadership Academy is welcomed, but the MPA needs to target top decision-makers as well as managers. Nobody in central government is responsible for overseeing projects at a strategic whole-of-government level. The Treasury should take ownership and responsibility for overseeing the government portfolio. The MPA should also publish more information on each project, including the amount spent to date, even if this means reviewing the Government's transparency policy. There is also particular concern that the decision to award a 'reset' rating to the Universal Credit project may have been an attempt to keep information secret and prevent scrutiny

In Possible Knowledge, Debapriya Sarkar argues for the pivotal role of literature--what early moderns termed poesie--in the dynamic intellectual culture of this era of profound incertitude. Revealing how problems of epistemology are inextricable from questions of literary form, Sarkar offers a defense of poiesis, or literary making, as a vital philosophical endeavor. Working across a range of genres, Sarkar theorizes "possible knowledge" as an intellectual paradigm crafted in and through literary form. Sixteenth- and seventeenth-century writers such as Spenser, Bacon, Shakespeare, Cavendish, and Milton marshalled the capacious concept of the "possible," defined by Philip Sidney as what "may be and should be," to construct new theories of physical and metaphysical reality. These early modern thinkers mobilized the imaginative habits of thought constitutive to major genres of literary writing--including epic, tragedy, romance, lyric, and utopia--in order to produce knowledge divorced from historical truth and empirical fact by envisioning states of being untethered from "nature" or reality. Approaching imaginative modes such as hypothesis, conjecture, prediction, and counterfactuals as instruments of possible knowledge, Sarkar exposes how the speculative allure of the "possible" lurks within scientific experiment, induction, and theories of probability. In showing how early modern literary writing sought to grapple with the challenge of forging knowledge in an uncertain, perhaps even incomprehensible world, Possible Knowledge also highlights its most audacious intellectual ambition: its claim that while natural philosophy, or what we today term science, might explain the physical world, literature could remake reality. Enacting a history of ideas that centers literary studies, Possible Knowledge suggests that what we have termed a history of science might ultimately be a history of the imagination.
